The car park is one of the first experiences for anyone attending a site.
Providing a clearly laid out, marked and signposted car park with various space types for site commercial, company and private vehicles ensures a safe environment for all.
Car parks are classified as temporary works and must be designed accordingly.
The site establishment team must:
- Identify the most suitable type of surfacing needed for the length of the project. Asphalt is the preferred surface for all car parks. If asphalt is used, surface water management must be considered, along with visual signage highlighting the potential for ice in inclement weather.

- Identify the number and type of spaces required, including charging facilities that have been designated.
- Types of spaces:
- Accessible parking bays: Minimum of 3.6 metres wide. There must be at least two accessible spaces in every car park, or 6% of total spaces, whichever is greater.
- Customer only.
- Visitor.
- Electric vehicle charging bays (cars and site vehicles): Recomended minimum of 2.8 metres wide and 5 metres long.
- Site vehicles (including larger vans).

- Position the visitor and accessible parking bays closest to the offices.
- Have signage mandating reverse parking.
- Implement a one-way system for vehicle movements, where space allows
- Have a separate parking area for work vehicles with larger bays for vans and transit tippers to ensure sufficient space for turning/loading and visibility for the driver.
- Install designated and segregated walkways for pedestrians, including designated crossing points, e.g. red hoops/zebra crossing points. Handrails must be installed in walkways which are positioned between rows of parking bays.

- Ensure the provision of emergency lighting which is compliant with the Regulatory Reform (Fire Safety) Order 2005 within offices and/or pedestrian emergency routes external to the offices/welfare.
- Ensure salt and grit storage boxes are present and easy to access.
- Identify if an overflow car park will be needed during the project’s peak times and where it will be located. The access and egress to the main site office and area will need to be risk assessed and included in the Traffic Management Plan.
- Ensure designated walkways are in place on hardened surfaces e.g. asphalt or concrete.
- Install clear, appropriate signage, including speed limits, e.g. 11mph.
- Ensure there is adequate lighting for the entire car park.
- Ensure there is welfare provision and vehicle protection for the gate person, including a designated walkway to the main offices.
- Have a designated area for material and plant deliveries outside of the car park.
- Create separate access for pedestrians and cyclists.
- Have a detailed drawing/plan which can be sent to all to ensure familiarisation with the project parking arrangements before arriving.
- Install CCTV on the gate/in the car park, compliant with Group IT Policy.


The site establishment team should consider:
- Phasing of installation.
- Provision for securing bicycles, e.g. bike rack/shelter.
- Separate entrance for plant and material delivery vehicles.
- Using fixed bollards between rows of parking bays rather than cones to prevent them from being moved.
- Installing speed bumps to control the speed limit around the car park.
