Temporary accommodation provides a self-contained facility and can be used during initial site setup, or for remote welfare facilities as part of satellite or transient sites, or as part of the works area, e.g. when working on the highway. Temporary accommodation solutions can be towable or positioned using lifting equipment.
We are committed to ensuring suitable welfare provision is available to all within 500 metres of each working area.
Temporary accommodation typically has one toilet as a minimum, a sitting area, facilities to make a hot drink, warm food and drying facilities. Some units also have an office space.
The site establishment team must:
- Select ECO anti-vandal models, which include:
- Onboard battery charging system.
- Solar panels.
- Rainwater harvesting.
- Full Flush ceramic toilets. No chemical toilets.
- Microwave.
- Warm water handwash.
- Full telemetry.
- Period products dispenser.
- Waste/sanitary disposal bin.
- Drying area/warm room.
- Heating system.
- 12v fridge.
- Power sockets.
- Chapter 8 reflector chevrons.
- Internal and external PIR sensor lighting.
- Identify the number and type (towable or positioned using lifting equipment) required for the works. This might be as part of the initial site setup or for transient works or satellite sites.

- Establish the demographic and number of individuals who will use the temporary accommodation provision, as this will influence the size of the unit required, type and quantity, e.g. twin toilets and/or single toilets.
- Identify if there is a need for an office within any or all, of the temporary accommodation provision.
- Ensure the requisition is placed via the Accommodation Desk.
- Ensure that there are appropriate vehicles on site capable of towing the mobile units (Refer to PET1 STD 03 Commercial Vehicle Standards).




- Ensure units are placed on a hard standing or level surface and there are designated safe egress/access and walking routes.
- Ensure the appointed individuals who are responsible for towing the units are competent.
- For towable units, this will include:
- Appropriate driving licence categories for towing under 3.5 tonne.
- Driver awareness training in towing vehicles.
- For units positioned using lifting equipment, this will include:
- Ensuring temporary works are in place.
- Ensuring competent individuals lead the lifting activities.

Hygiene/Sanitary bins
Contrary to popular belief, sanitary waste is not classified as hazardous, medical or toxic waste, but as ‘offensive’ waste. This means that a specialist collection service is not necessarily required. The Environment Agency reiterates this and states that low levels of sanitary bin waste can be ‘legally discarded in the black bin waste stream’.
Disposable sanitary bins such as Binny Bins provide a viable option for projects instead of using specialist companies for sanitary waste disposal.
Adopting Binny Bins has a positive impact on the carbon footprint of your office/site by removing the need for additional waste collection journeys. This style of sanitary disposal also means that we can ensure this provision is provided in all welfare cabins in project locations such as by the Highway, as well as in our main office blocks.

The site establishment team must (cont.):
- Assess the location of the unit(s) relative to the work site, e.g. near access roads or boundaries, following the flow of traffic and remove/limit any risks of danger.
- Assess access and egress arrangements checking ground conditions are safe and not uneven.
- Identify the servicing/emptying requirements of the unit(s); this will depend on usage. The hiring company can advise on this.
- Ensure all end users as briefed on how to operate and use the units to avoid unnecessary breakdowns and damages.
- Ensure the unit(s) is used for their intended purpose, e.g. they must not be used to charge e-scooters, caravans, etc., as this causes damage to the unit and stops it from performing as per the manufacturer’s guidelines.
- Ensure that a temporary works design coordinator has signed off the foundations and lifting platform for delivery.
- Fill and maintain period product dispensers within toilets with appropriate products.
- Ensure a sanitary bin is available and regularly emptied/replaced, e.g. Binny Bin.

The site establishment team should consider:
- Identifying toilets as gender specific and include a gender-neutral toilet.

Welfare vans are also available for use.
These are typically used within our Rail or OHL projects. Contact the commercial vehicle team (Magnor Plant) if a welfare van is required.
