Introduction
At Morgan Sindall Infrastructure, we are committed to establishing and maintaining a welcoming, functional, and inclusive work environment where everyone is valued and respected.
In addition to meeting our legal obligations, including those outlined in Construction Design and Management Regulations (2015), Workplace (Health, Safety and Welfare) Regulations (1992), and First Aid Regulations (1981), we want to ensure our facilities meet high standards and reflect our purpose, values, and culture.
Site accommodation covers temporary solutions, static/modular solutions or the use of third-party buildings.
Types of site accommodation solutions and welfare facilities
Temporary accommodation solutions
These are self-contained units e.g. towable welfare units or self-contained units which are positioned using lifting equipment. These solutions are typically appropriate for initial site setup before the main/hub accommodation is in place, transient work sites, e.g. working in the highway, or for small satellite locations, as well as demobilising of the main/hub accommodation.

Static/modular accommodation solutions
Units which can be configured together to form the main/hub site accommodation/welfare facilities.



Third-party buildings
A permanent structure where the building and utility connections are already in place. The use of a third-party building would typically be an alternative for a static/modular main/hub accommodation solution.


Sourcing and selecting site accommodation solutions and welfare facilities
All Morgan Sindall Infrastructure projects are required to procure onsite accommodation and welfare through the Morgan Sindall Group Accommodation Desk, with the exception of third-party buildings, which must be finalised via the Morgan Sindall Infrastructure estates manager.
For temporary towable welfare, procurement is primarily sourced via Magnor Plant in the first instance (our in-house plant and transport business).
The Accommodation Desk serves as a central point of contact for all onsite accommodation and welfare requirements. Supported by our approved supply chain family members, the Accommodation Desk offers assistance and guidance throughout the process, including design, pricing during tender stages, contract award, onsite delivery, and ongoing service provision.
Selecting a location for site accommodation and welfare facilities
It is essential that the tender and contract award documentation are reviewed in the first instance as often the location of the site accommodation and welfare facilities have been identified as part of the tendering process. The team must fully understand the site constraints and plan accordingly.
During the tender process PM FRM 38 Site Establishment and Provision of Welfare Facilities will have been completed and shared with the Accommodation Desk. This form details the requirements for the site accommodation and will have been used to provide a budget price included within the tender for the site accommodation supporting static/modular solution. This form must be reviewed at contract award and at the start of the site establishment process.

Creating an inclusive environment Projects of a long term/larger nature may also consider the input and advice of a specialist accessibility advisor to help ensure their welfare arrangements are accessible and adequate. The Infrastructure inclusion manager can provide contact details for suitable specialists.
Site location selection
During the tender process and/or selecting a site location after contract award (Early Contractor Involvement (ECI) or full award) the site establishment team must ensure:
- The relevant consents have been sought. This may be planning or third-party consents.
- Contract requirements are understood and implemented.
- The site is suitable for the purpose it is to be used for, taking into account the following:
- Duration of the works.
- The number of individuals expected to be onsite at the peak of the project as this will impact on:
- Desks/meeting room requirements.
- Welfare and wellbeing facilities (onsite and visitors).
- Access and egress arrangements for the facilities.
- Parking spaces.
- Power requirements.
- Topography.
- 3G/4G/5G coverage and availability.
- Ability to connect to the relevant utility networks.
- Temporary power solutions (for establishment and the duration of the project).
- Access and egress requirements from the public highway.
- Laydown, storage and quarantine areas for plant, equipment, materials and vehicles.
- Requirement for inspecting and testing materials.
- Vehicle movements and any restrictions imposed on these by O Licence requirements and local authorities.
- Electric vehicle charging facilities.
- Environmental impact and proximity to receptors.
- Location of overhead and underground assets.
- Security control.
Although, there may be an opportunity to find an alternative location for site accommodation/welfare after contract award (ECI or full award) any alternative location will need to be agreed with the customer and project/operations director and may be subject to planning permission.
The following pages confirm the minimum standards for each component of the static/modular accommodation solution. These standards must also apply for any third party sourced permanent buildings, subject to the landlord’s agreement.
Reminders
Configuration of static/modular accommodation solutions
Always plan the configuration of the set up with demobilisation requirements in mind. Modular units enable a staged demobilisation in line with the construction programme/activities.
Ground conditions
The ground on which the units (temporary and static/modular) is to be situated must be suitable and assessed by the temporary works coordinator with foundations installed as and when required.
Lifting operations
Where units (temporary and static/modular) are lifted into position the lifting operation must be planned and supervised in accordance with SH9 STD 01 Management of lifting operations.
Deliveries
Any plant and equipment associated with establishing the temporary or ‘main’ accommodation and welfare, including deliveries, must comply with PET STD 01 Infrastructure Plant and Equipment Minimum Standards and PET1 STD 03 Commercial Vehicles Minimum Standards.
Fire Safety
Ensure minimum distances from the building are maintained, if this is not possible then consider an integrated fire alarm panel and or increasing the passive fire protection associated with the site accommodation (Refer to emergency provisions (first aid, fire and environmental).
