A sufficient number of toilets must be provided. The tables below confirms the ratios between toilets and washbasins for mixed use or women only toilets and toilets used by men only. This is taken from guidance provided by the Health and Safety Executive (HSE).
Mixed use or women only
| No. of individuals | No. of toilets | No. of wash basins |
|---|---|---|
| 1 – 5 | 1 | 1 |
| 6 – 25 | 2 | 2 |
| 26 – 50 | 3 | 3 |
| 51 – 75 | 4 | 4 |
| 76 – 100 | 5 | 5 |
| Every extra 25 individuals | 1 extra | 1 extra |
Toilets used by men only
| No. of individuals | No. of toilets | No. of urinals |
|---|---|---|
| 1 – 15 | 1 | 1 |
| 16 – 30 | 2 | 1 |
| 31 – 45 | 2 | 2 |
| 46 – 60 | 3 | 2 |
| 61 – 75 | 3 | 3 |
| 76 – 90 | 4 | 3 |
| 91 – 100 | 4 | 4 |
The site establishment team must:
- Ensure a two-door entry creating a āholding spaceā between the door to enter the toilets or a privacy screen is present so that the main toilet area canāt be immediately seen on entry.
- Ensure from the first day on site adequate toilet facilities and hot running water are available.
- Connect to a mains service where possible. If not possible, bio-septic tanks are allowed. A self contained Chemical Portable Loo, i.e. a Thunderbox, is not allowed on our sites.
- Chemical toilets within welfare vans are to be avoided, with running water systems preferred.
- Ensure the toilet provision complies with the legal requirements (see table above).
- Ensure an adequate number of cubicles are provided along with urinals in the menās toilets.

- Set up a cleaning regime that is in place from day one.
- Place courtesy signs at the entrance to toilet facilities, advising when male/female cleaners are in attendance. An important cultural consideration.
- Ensure basins are large enough to enable a full forearm to be immersed, with the exception of temporary accommodation (self-contained and towable units) and welfare vans.
- Ensure toilet facilities are available on all floors.
- Make period products available in all female, gender-neutral and accessible toilets.
- Ensure appropriate waste bins are available in all toilets (male, female, gender neutral and accessible for period products, incontinence pads, dressing etc., e.g. Binny Bins, PHS services.
- Ensure air-conditioning/heating is available in all toilets.
- Ensure toilets are in separate lockable rooms, if the toilets are not gender specific and accessible from the outside in the event of emergency.
- Ensure sinks are fitted with push taps.
- Make mirrors available.

- Ensure hooks are available on all cubicle doors.
- Ensure each cubicle is a minimum of 800mm wide and 1500mm deep, with a 665mm turning space (standard toilet without a basin).
- Toilets are accessible and not locked with a key when not in use. If it is essential that toilets need to be secure for a specific reason, access must via a PIN code which is easily obtainable by individuals.
- Ensure the flooring is wipe clean.
- Ensure toilet facilities are not used as an additional storage space, or a cleaning cupboard.

Accessible toilets
The site establishment team should consider:
- Including at least one toilet in the site accommodation is designated and Equality Act-compliant. This is not only based on project value and duration, but consideration to the expected workforce.
- Ensuring at least one entrance into the welfare accommodates accessibility to the toilet area, including ramps to external doors where required.
- Accessible toilets must have either a shelf or hooks for the placing of stoma bags, dressings etc.
Gender-neutral toilets
We will support the right of any trans colleague or any colleague who identifies as any other gender identity, e.g. gender fluid or non-binary, amongst others, to use the facilities appropriate to the gender with which they identify.
The site establishment team must:
- Either provide one dedicated toilet that is accessible to all with gender-neutral signage. Or,
- if there are space constraints, designate an existing single user, lockable toilet facility, i.e. an accessible toilet, as multi-use and add appropriate signage.

The site establishment team should consider:
- Provision of noticeboards within toilet areas for key messages.
- Green foliage.
- Provision of shaving socket(s) and hard wired hair dryers.
- Multi-faith toilet/facilities – Toilet dignity at work is a key consideration. Where the resource profile for the project identifies a potential need for multi-faith/squat type toilet at least one should be available. This could be a fully plumbed in toilet (pictured) or the provision of a squat toilet stool.

Reminder
Hygiene/Sanitary bins
Contrary to popular belief, sanitary waste is not classified as hazardous, medical or toxic waste, but as āoffensiveā waste. This means that a specialist collection service is not necessarily required. The Environment Agency reiterates this and states that low levels of sanitary bin waste can be ālegally discarded in the black bin waste streamā.
Disposable sanitary bins such as Binny Bins provide a viable option for projects instead of using specialist companies for sanitary waste disposal.
Adopting Binny Bins has a positive impact on the carbon footprint of your office/site by removing the need for additional waste collection journeys. This style of sanitary disposal also means that we can ensure this provision is provided in all welfare cabins in project locations such as by the Highway, as well as in our main office blocks.
