This section addresses the access arrangements around entering and exiting a static/modular accommodation solution.
We must provide safe and suitable access to site accommodation for all colleagues, customers, supply chain members, and visitors.
Access arrangements to site accommodation must be considered during the design and planning phase, as permission may be required for some aspects of the work.
(Refer to the access control section for more details on access systems to sites and offices).
The site establishment team must:
- Assess the possibility of recessing the accommodation into the ground to enable step-free access. The chosen accommodation provider will need to provide the depth of recess required to the temporary works coordinator via the Accommodation Desk.

- Timber steps are not allowed. Use concrete, flagstone, asphalt and paving stones to create a flat and even surface for access. Ensure any temporary solution is designed / assessed by the temporary works department.
- Where assessed through risk assessment as required, establish a defined route that is Equality-Act compliant from the entrance to the accessible toilet facilities and designated workspace for any individuals who are wheelchair users.
- Install a modular ramp and step solution if step-free access can’t be provided from ground level. The chosen accommodation provider and Accommodation Desk can advise on required ramp gradients and provide solutions.
- Ensure handrails are in place and at double height on all raised walkway and steps.
- Ensure steps and ramps have an anti-slip surface.
- Ensure the access is wider than the door threshold.
- Ensure steps do not extend in the same all landings on staircases turn 90 degrees from the door opening before
- Ensure staircases are appropriately illuminated and have emergency lighting in line within the Regulatory Reform (Fire Safety) Order 2005.
- Ensure the main/hub offices have enclosed staircases. These must be discussed with the Accommodation Desk when designing accommodation. Internal staircases are preferred.

- Ensure external staircases are suitably protected from the effects of inclement weather, e.g., enclosed or other means.
- Ensure an annual maintenance inspection schedule is in place for the stairs undertaken by a structural engineer. This is provided as part of the hire agreement via the Accommodation Desk provider.
- Ensure arrangements are in place for colleagues who may require assistance, e.g. evacuation chairs or personal emergency evacuation plans (PEEPs).
- Compliance with fire regulations. The building may require approval from the local authority prior to occupation (Refer to emergency provisions (first aid, fire and environmental) section).
- Ensure provision is made to clean footwear before accessing the site welfare facilities, e.g. boot wash stations etc.

The site establishment team should consider:
- The installation of a lift where welfare is on more than one floor.
- The types of people using the accommodation and their unique circumstances, such as wheelchair users. Stair access systems etc., may be required if a lift cannot be used in an emergency scenario, e.g. an evacuation chair.
